The estimates of revenue and expenditure for 1897 have been framed with due caution. The rate of exchange has been taken at 2/1, the same rate as was taken for 1896.

The total revenue for 1897 is estimated to yield $2,439,823; the expenditure chargeable to current revenue is estimated at $2,401,083, leaving a balance in favour of estimated revenue of $37,740.

The enclosed memorandum shows the alterations in the several items of revenue which do not, I think, call for any special remark except the item of Land sales, which it is expected may bring in even a larger sum than that which has been inserted in the Estimates, owing to the increase made in building operations in the Colony, and the progress with the Taipingshan resumption scheme.
